1 The Federal Railroad Administration (FRA) is an agency that belongs to the United States Department of Transportation. The agency was created by the Department of Transportation Act of 1966.

2 - The purpose of the FRA is to: - Promote and enforce rail safety regulations - Administer railroad assistance programs - Conduct research and development in support of improved railroad safety and national rail transportation policy.

3 - Provide for the rehabilitation of Northeast Corridor rail passenger service - Consolidate government support of rail transportation activities.

4  It is the responsibility of CSP to abide by the FRA regulations.  The FRA requires that standard procedures be followed for the following rail car activities:  Receiving  Unloading  Releasing

5  It is the responsibility of CSP to provide training on a yearly basis to all employees responsible for receiving, unloading and releasing rail-cars

6  Procedure for receiving a rail car ◦ When a new rail car arrives, the rail car operator will communicate with CSP via air-phone or cell phone. ◦ The field operator must respond immediately. ◦ To receive a new rail car, the form “Railcar Check list “ must be used

7  Procedure for receiving a rail car ◦ Print the form from “Original / Paper Forms / Field Rail Car Checklist ◦ Once the rail car has been received, place the sign “STOP, MEN AT WORK” in the spur just before it splits. ◦ File the form in the binder “Railcars” in the control room

10  Procedure for unloading a rail car The rail car must remain locked: ◦ with chocks in place ◦ With the “STOP, MEN AT WORK” sign in place at all times

11 Procedure for releasing a rail car  When a rail car is empty and ready for release, retrieve the corresponding form from the binder “Railcars” in the control room or print the electronic copy from dropbox.  Inspect the rail car, disconnect unloading hoses and remove chocks.

12 Procedure for releasing a rail car  Do not remove the lock from the spur at this time  Fill the form and sign it.  Place the form in office manager’s inbox  Email to office manager with the subject “release” and with the corresponding rail car number.
