3. Initial Identification The recommended procedure to identify LEP/ELL students for language instruction educational programs is as follows: –Complete Home Language Survey –Review Student’s Academic History –Conduct Screener Evaluation

4. WIDA-ACCESS Placement Test™ PURPOSE: The W-APT™ is Wisconsin’s initial English language “screener”. ADMINISTRATION GUIDELINES The W-APT™ is aligned with the ELP standards and ACCESS for ELLs ® assessment The screener is part of the student enrollment process Available as downloadable PDF files from the WIDA website

Kindergarten Assessments Kindergarten W-APT™ Administered to Pre-K, K & first semester 1 st grade students Adaptive, individually-administered test with a combined speaking/listening component Result is a score rating of low to high WIDA MODEL™ Aligned to the Pre-K – K Standards and linked to the K ACCESS for ELLs® assessment

8. OpportunityDateElectronic Data Hand-code Wisconsin Student Locator System (WSLS) Update Regularly Individual Student Enrollment System (ISES). Update before October Year End deadline. July-October Text Coded Pre-Id Labels. Information on the label should be accurate and current. If the student identifier information is correct but other errors are found on the label, you should still use the label and make corrections in WSLS and ISES. December- February Student Information Page on the front and back cover of the ACCESS for ELLs® Test Books. The covers should only be completed if there is not a Pre-Id label available. Be certain to bubble the Wisconsin Student Number (WSN) accurately. December- February District Review and Revision Period after reports are delivered. Districts have approximately 4 weeks to notify MetriTech of errors that may affect reporting. May Opportunities to Verify the Accuracy of ELL Student Demographic Data

Test Security It is critical to maintain test security prior to and during testing: Remind personnel involved with the testing to keep all test materials secure and confidential Test administrators are responsible to ensure that no materials are duplicated Make sure that no specific test information is shared with students prior to or after testing

Testing Accommodations List of allowable testing accommodations available at http://dpi.wi.gov/oea/pdf/accom09.pdf. http://dpi.wi.gov/oea/pdf/accom09.pdf For students with disabilities (use only accommodations in student’s IEP), ELL students, and all students as appropriate. When accommodations are used, mark on back cover of the ACCESS for ELLs test book for each content area tested.

18. ACCESS for ELLs® Update  Beginning with the 2009-10 school year, the DPI will pay the cost of ACCESS for ELLs® test materials and scoring for districts.  The costs to administer the annual ACCESS for ELLs® and any ELP screeners must be paid for using local district funds.

23. ELL Accommodations The translation accommodation is comprised of: –Translation Written Script-  All test items and directions in Mathematics, Science, Social Studies, and Writing  Directions only for Reading and Language Arts

Distribution of Accommodation Your district assessment coordinator (DAC) will be sent a copy (multiple copies will be sent to the largest districts) of the translation accommodation in the format of a CD. Districts will be responsible for duplicating and distributing necessary materials to each school. –For example, DACs may choose to burn CDs, produce hard copies, etc in order to distribute materials to schools. Test Security protocol should be observed by all who work with the materials.

25. ELL Accommodations Districts who serve students who speak languages other than Spanish or Hmong may use qualified translators to provide translation support to students.
