Presentation to: BIOMETRICS WORLD ASIA 2005 Date: April 27-29, 2005 CANPASS Air Border clearance in the blink of an eye!
2
2 Agenda CANPASS Air & NEXUS Air Program Overview Benefits Progress Report Lessons Learned Questions
3
3 BACKGROUND CANPASS Air CANPASS Air was developed by the Canada Border Services Agency (CBSA) CANPASS Air builds upon the success of the 1995 CANPASS Airport Pilot Project at Vancouver International Airport CANPASS Air expedites border clearance into Canada for members using iris recognition biometric technology
4
4 BACKGROUND NEXUS Air NEXUS Air is a bi-national pilot project involving CBSA and the U.S. Department of Homeland Security (DHS), specifically Customs and Border Protection (CBP) NEXUS Air will expedite border clearance of pre-approved travellers entering Canada and the United States NEXUS Air will utilize the same CANPASS Air kiosk and iris recognition technology
5
5 CANPASS Air & NEXUS Air Both CANPASS Air and NEXUS Air are voluntary programs designed for low- risk commercial airline travellers Open to citizens and permanent residents of Canada and citizens and resident aliens of the United States who have lived in these countries for the past three continuous years Membership is limited to one program: CANPASS Air or NEXUS Air All members will use the same kiosks for entry to Canada but only NEXUS Air members will be able to use the kiosk at U.S. Pre-clearance (at Canadian Airports) for entry to the United States
6
6 Why two programs? CANPASS Air: Allows entry to Canada only; Accepts members who have received a pardon for a criminal offence; Applicants risk-assessed by Canada; Allows sanctions for minor offences; Annual fee of $50cad/$30usd; NEXUS Air: Allows entry to both Canada and U.S.; Does not accept applicants with criminal offences; Applicants must pass Canadian and U.S. risk- assessments; Zero-tolerance Annual fee of $80cad/$50usd;
7
7 Waiting times at busy airports can be avoided Provides travellers with a self- service option Improves airport’s ability to process increasing passenger volumes Members at Vancouver have access to the priority lane at pre- board screening checkpoints, providing expedited security screening for domestic or international departures Airport Benefits
8
8 Member Benefits Members are not required to interact with officers unless referred for further inspection Members more likely not to miss connecting flights Provides travellers with a self-service option Membership is free for those under the age of 18
9
9 CBSA / DHS Benefits Allows Border Officers to focus on potentially higher-risk (unknown) travellers Will lighten primary inspection lines allowing CBSA /CBP officers to participate in more secondary examinations and roving positions Leverages the technology to provide improved customer service, while demonstrating commitment to modernizing, securing and streamlining the traveller process
10
10 Target Audience Frequent Flyers Business Flyers (international and U.S., ≥ 7x per year) Leisure Flyers (international and U.S., ≥ 3x per year) “Affinity” – Federal/Provincial/Municipal Governments, Flight Crews Convenience Seekers

11 Iris Recognition: Why Iris? Iris Recognition: Why Iris? It is considered to be…. accurate safe fast non-invasive highly secure

16
16 Passage Identity is confirmed by comparing the iris presented at the kiosk to the template stored in the secure database Membership status is checked and a risk assessment is performed The member is prompted to answer a series of questions pertaining to the importation of goods A recommendation for release or referral is generated and coded on a receipt which is given to an officer upon exit

Pearson International Airport Montréal – Trudeau International Airport Calgary International Airport Winnipeg International Airport Coming to: Edmonton International Airport – Summer 2005 Progress Report CANPASS Air

21 Progress Report NEXUS Air More than 2,000 (Active) NEXUS Air members 840 NEXUS applications in pending interview status Approximately 2,862 passages to date Membership Age < 13 year old = 1% 13 -18 years old = 1% >18 years old = 98% Citizenship 80 % Canadian 20 % American
22
22 Progress Report NEXUS Air The NEXUS Air pilot launched at Vancouver International Airport (VIA) on NEXUS Air November 30, 2004 and will run until April 30, 2006 Targeting a membership of 3,000 for the pilot, 2,839 people have applied since November 30 Strong support from the YVR Airport Authority is contributing to the success of NEXUS Air Direction to expand the pilot beyond VIA will come from the Shared Board Accord Coordinating Committee
23
23 Lessons Learned Required an alternative process to deal with a few members whose iris biometrics could not be captured Capturing the irises, of small number of children in the program, has been difficult due to their inability to remain motionless long enough for the biometric to be captured When members receive a demonstration at the enrolment center on using the iris technology and then practice at the kiosk, their success at passage improves Lack of training on a demo kiosk can result in the member timing out on the iris capture screen
24
24 Lessons Learned Lessons Learned Close monitoring of the passage kiosk statistics and Passage referral data is vital to the success of the programs. The reports help identify potential problems with end users or reoccurring trends Standardizing technology has been problematic - technology always improving. In a phased implementation, procure all equipment for all sites at the same time
25
25 Enrolment Centres at Airports EC’s are staffed by CBSA officers Equipment Includes: Work Stations Digital photo camera Document Scanner Iris digital camera Card Printer Border guard U.S. IDENT ( VIA Only) Photocopiers/fax
