2 Purpose To measure inputs to national family planning programs, separate from outputs such as contraceptive use or total fertility rates Assess effort in 30 components to create profiles of effort – summarize in 4 components Monitor program effort in over 90 countries over time (1972, 1982, 1989, 1994, 1999, 2004)
