4 In the removal procedure, the R&DS will direct a returnee to INS in case of presumptions of asylum, suspected human- trafficking and when it becomes evident that the returnee will not be issued a travel document for the removal. Consequently, the removal procedure can be extended to a unpredictable length of time. Sometimes, the returnee remains in detention. Often, the procedure with the INS requires more time and the detention of the returnee will be lifted. Cooperation between R&DS and INS

5 A personalized approach aimed at eliminating resistance and the hindrance of the departure of individual aliens Procedure: Transfer file from INS (reception facility) or Aliens Police/Royal Marechaussee (aliens detention) Assignment of case manager, special case managers for special categories and vulnerable groups Focus on contact, return options and travel documents Focus on voluntary return: important role of IOM, even in detention If migrant chooses not to return voluntarily aliens detention is possible and viable Case management
