Malta, Czech Republic, Sweden, Denmark, Ireland, The Netherlands Portugal and Germany Implementing a New Programme at Local Level New Programme Cooperativa
2
When implementing a New Programme The following factors must be taken into consideration Culture and size of the organisation Length of time since last programme review How many organisations are involved in the review Finance Reason for the review Scope of the review (Names, Ages, Objectives) If using R A P - and in what way Whether to pilot or not to pilot New Programme Cooperativa
3
Pilot PROS 9 months optimum Groups/ Section volunteer to be part of the pilot process Training of leaders together in new programme Evaluation and Feedback is regular every cycle (3 months) Fine tuning of draft material is quick. New Programme Cooperativa
4
Pilot CONS 18 months too long – leader resources on planning team can become depleted. Resistance to change can bring compromise Leaders become anxious while waiting for the process to finalise New Programme Cooperativa
5
No Pilot PROS It’s quick Equality – all start at the same time Piloting – only a snapshot of the whole new programme Clear end of the development process When piloting, more resistance when you don’t apply the feedback of local leaders New Programme Cooperativa
6
No Pilot CONS If new Programme is not good, no time to amend and may lose enthusiasm and confidence of Leaders. No knowledge of whether the programme is user friendly No feedback from local level for review Could be viewed as ‘decision from the top’ – being told what to do. New Programme Cooperativa
7
General Comments Resistance to change will always happen whether Piloting or not Piloting Groups that volunteer to pilot are more ready to accept change Total implementation for all age ranges at the one time increases the resistance throughout all sections. Implementation section by section, while reducing resistance must embrace the total concept and process of the programme review. New Programme Cooperativa

Next steps…. Launching Strategy - ‘ The Message’ What’s in it for me (Why) Identify crucial questions from local leaders perspective and have the answers before they are asked. Positive effects and benefits for Scouts Needs a single focus from the NSO – complete integration from all aspects of the association. New Programme Cooperativa
9
Practical Issues How to sell/distribute/pre-order. User friendly structure to receive materials but consider traditions culture and size of NSO. Do the local leaders have to ‘act’ or is it sent to them anyway Price – do I have to pay, period of ‘special offer’ If free – is it for all or just a few (Section Leaders) Is there a good time of year to launch Adapt the launching methods to the style of the material Consider public image – use the Media New Programme Cooperativa
10
Marketing Mailing lists Magazines Websites Competition Spamming – be present everywhere!! Branding Personal Introduction at local meeting Launch events at local level National Media New Programme Cooperativa
