Local governments designate a LUCA liaison Choose one of three options Receive electronic files (paper for small areas) Single review period for 120 calendar days Field verification of addresses through Address Canvassing operation Appeals process through an independent agency LUCA

16. LUCA Option 1 Title 13 Full Address List Review –Title 13 confidential agreement required –Make correction, additions, deletions to Census address list –May challenge block housing counts –Update map boundaries and features –May appeal the results to an outside agency

19. LUCA - Strategies for Review LUCA participants decide how to conduct their review of the LUCA materials. Consider your available time, the information you have readily available, and the staff or computer resources you have. If a complete review is not possible, the Census Bureau recommends that you focus your review on areas where addresses are more likely missed or incorrect. –New construction –E-911 address conversions –Single-family homes converted to multi-family homes and vice versa –Apartment buildings with irregular or missing numbering schemes –Annexed land

20. LUCA address list and GPS points from Address Canvassing are protected under Title 13 –Baldrige v. Shapiro (1982) –Need to maintain the quality of the Decennial Census and other surveys Penalty $250,000 and/or 5 years imprisonment LUCA

21. PSAP Enables local governments delineate statistical areas –Census tracts –Census blocks groups –Census designated places Begins Fall 2007
