6th World Water Forum Toward concrete solutions! Proposed method & agenda for the Thematic process Thematic process commission: Dogan Altinbilek Patrick Lavarde Bert Diphoorn Bernard Guirkinger Experts: Patrick Cairo Laurent Chabert d’Hières Pierre Roussel Dani Gaillard Ger Bergkamp Daniel Zimmer
2
General Approach Toward concrete solutions! 1.Define priorities 2.Develop and select targets 3.Work out solutions to meet the targets 4.Report in Marseille in 2012 5.Follow-up, ensure continuity
3
Define priorities Toward concrete solutions ! Select main themes and issues Use previous outputs & declarations 1.Possible framework (used in KoM & under discussion) w ater as a public good : Acces to water, sanitation and health for all Water as an economic good : Water for growth and development Water as a tool for security : Anticipate future challenges and water related risks
4
Develop and select targets Toward concrete solutions! SMART : Specific, Measurable, Achievable, Realistic, Time bound Kick off process : Identified more than 80 target suggestions from 15 themes Most of them very preliminary and heterogenious 2 main types - « political targets», need endorsement from political groups (local to UN) before implementation - « action targets », can be implemented by actors without prior endorsement First analysis of the targets:
5
Right to Water & Sanitation Implement the Right to Water & Sanitation By 2012 XX Cities signatories of IWC implement the RTW with help of a champion city Further define and build common understanding Recognize the Right to Water & Sanitation By 20XX in each country in favour of RTW, responsibility for implementation identified Disseminate knowledge Disseminate report of the Independent Expert (UNCHR) Inform & understand logic of opponents In 2011, organize debate between opponents and local representatives Develop (further) a draft proposal for the Right to Sanitation Develop understanding of the Right to sanitation Reduce by 20XX by XX% the number of countries that have not recognized the RTW Ministerial declaration recognizes the right to water and sanitation By 2012, international treaty on RTW prepared Recognize by Governments In 2012, send a clear message to RIO+20 on RTWS Promote in regions Promote in regional process through multistakeholder dialogues Ensure enforceability at local level Implement at country level Back
6
Toward concrete solutions! Next steps: Work out a structured framework (to facilitate and classify) Further elaborate the targets: - Selection criteria for targets ?: Balance along thematic priorities Maximize benefits/costs (to be further discussed by the commissions) Develop and select targets Combine with inputs from all commissions Receive inputs from a variety of stakeholders system Our Targets, by 15/11: Have an approved list of targets (not final) Have action teams clarified (regions, stakeholders…) and ready to work on solutions
7
Toward concrete solutions! The approach will be different for political targets and for action targets Work out solutions to meet the targets Process to be further defined Preliminary ideas for solutions : - may have been developed but remain unknown - may need to be adapted to specific contexts - may require innovative action

Regulation and governance: Water bodies & ecosystems Water uses and services Pressures, impacts and responses Water sector Other sectors Climate change Urbanisation Demography Technological context Social context Political context Financial situation What is managed Water institutions, stakeholders & tools Other institutions and stakeholders affecting water (agriculture, energy, health, tourism, land settlement…) How it is managed External Drivers Food & Fiber Energy Livelihoods/biodiversity Tourism Risk reduction Security/peace Health, dignity Poverty reduction Employment Expected outcomes Increasing feedback Water only one of the ingredients The system Political level : national & local governments, legislators Laws and policies Risks Back Classes

Regulation and governance: Process targets Outside targets Use water to mitigate the negative impacts of the drivers What is managed How it is managed Drivers Expected outcomes Access and quality of service, use efficiency, level of protection Prevention, reduction of impacts, quality of treatment Quality & protection of water bodies and ecosystems System targets Classes of targets Output targets Feedback targets Political level: governments, legislators Example: water & agriculture Change agricultural and trade policies (eg less pesticides, optimize virtual water trade) Reduce unsustainable use on groundwater, reduce non-point source pollution Balance water uses, improve agricultural water management Improve food security, reduce food losses (and water footprints of Agriculture), produce bio-energy Maintain balance of terrestrial ecosystems to reduce GHG emissions Back
