1. Coordination guidance –Members: incorporate FSC-related guidance into their standard guidance/guidelines, in particular those for country teams, –How country teams should engage/contribute/participate with food security clusters participate in clusters –Food Security Cluster; prepare guidance for country coordination teams on how to co-lead and participate in clusters, –For example, guidance on core cluster issues, such as: o Integra ted approach to food security programming o Cross-cutting issues o Informed local decisions on best arrangements for local cluster architecture o Early recovery / transition to recovery / exit etc. o Different coordination solutions for different emergency contexts (protracted/sudden-onset etc.) o Engagement with government and donors o Maintaining capacity in high-turnover situations etc. F OOD SECURITY C LUSTER – INCEPTION MEETING

2. Tools –Practical tools; proven and field-tested tools available to county cluster teams –For example: o Monitoring o Assessments/joint-assessments o Analysis o Reporting F OOD SECURITY C LUSTER – INCEPTION MEETING

Tools (cont) –Tool-capturing tool: a mechanism for sharing good practical tools between people with direct coordination experience (incl. cluster members) –For example: o Periodic regional/global workshops with cluster teams with specific focus on capturing and sharing tools) –Delivery mechanism: develop multiple means for sharing tools –For example o Email (periodic emails) o Training o Manuals o Web directories o CD/usb’s F OOD SECURITY C LUSTER – INCEPTION MEETING

3. Training –Members: members to incorporate FSC-specific training modules into their core training packages, in particular for key country team staff –For example: o Core cluster-related knowledge (co-lead/member) o Necessary/complementary technical skills (e.g. Assessments/analysis etc.) –FSC: standard training by FSC for country-level cluster coordination teams on core cluster soft and hard functions and related skills –FSC: training of standby partners on core cluster functions and skills etc. F OOD SECURITY C LUSTER – INCEPTION MEETING
