Saferworld Working for the prevention of armed violence Community-based policing Is both a philosophy (a way of thinking) and an organisational strategy (a means to carry out that philosophy) Recognises the interdependence and shared responsibility of the police and the community in ensuring a safe and secure environment Role of the police is fundamentally that of ‘peace officers’ rather than ‘law enforcement officers’

Saferworld Working for the prevention of armed violence Community-based policing End goal - creation of a professional, representative, respected and accountable institution that works in partnership with the public Police adopt strategy of ‘community consultation’ to: Identify priorities for crime prevention Establish a longer-term focus and reaffirm police mandate through the conferring of public consent Police take a proactive approach (as opposed to passive approach) by identifying local crime and disorder problems in cooperation and conjunction with communities

Outcomes Improved quality of policing service Professional & accountable police service Access to justice for all groups Improved police-community relations Sustainable solutions Sound strategic partnerships: Safe schools/roads projects Youth crime reduction programmes Neighbourhood watches Police undertakes certain internal and external processes for implementing CBP. Internally Organisational restructuring Leadership Identifying priorities and objectives Re-allocation of resources Creation of a service ethos Tackling corruption Devolution of responsibility, authority and accountability Co-ordination - consultation Externally Understanding local/regional context Community involvement and ownership Needs-oriented service delivery Formation of strategic partnerships Community contact and liaison Co-ordination, coherence and consultation CBP process
