When the sun comes up because since the sun is bright and there some stars still constellation in the sky you can still see them. When the stars come up it block of the view of the constellation.

Stars don’t move,earth moves. Since earth rotates around the sun it looks like the stars moves. The stars stays in one spot and since we move it looks like the stars move too.

If you live in the north or the south pole you will only see the stars and constellations above you. No mater were you are you can see the north star.
