Unit 4-1 Background Information The medieval civilizations of China, Africa, Japan, and Europe had various governmental systems. Although all were ruled by emperors or kings, the governments operated differently. For example, scholar-officials helped emperors rule in China, while kings ruled in Africa with the help of close advisers and local officials. Medieval Japan was ruled by emperors backed up by military leaders. In medieval Europe, feudal territories united to form kingdoms.
