1 Global Name Registry Proposal to Modify Appendix O: WHOIS Data Access

2 .name Directory Designed for individuals – Heightened concerns about privacy Established in UK – Per UK Information Commissioner, Registrant e-mail and home telephone number not available without contractual agreement subject to purpose limitations – Registrant is also often Admin, Technical, or Billing Contact, so personal information (including e-mail and home phone) often published

3 Proposed Modification Designed to balance: – Individual privacy needs – Obligations under UK law – Access needs of technical, registrar, law enforcement, IP, and other communities

4 Four Access/Info Levels Unchanged: – “Summary” information. Free, public access to most basic information: whether a particular.name registration exists – "Standard" information. Free public access, returns registrar ID, admin ID, technical ID, billing ID, nameserver, creation date, expiration date. No PII

5 Detailed Information - $2 fee (always can be avoided through "Extensive" access) - Representation that information is sought for appropriate purposes - Five passwords, each effective for one whois search and valid for 24 hours - Returns registrant name, address, and (if admin, billing, and tech contacts different than registrant contact information) admin/billing/tech name, address, phone number, fax number, and email address.

6 Extensive Agreement Free access to firewalled database via persistent password Written agreement with Global Name Registry providing: – all searches conducted only for the purpose specified – requestor will not share the password with any individual or entity not bound by the agreement – except as necessary to accomplish the specified, legitimate purpose of the search, requestor will not disclose information – password will be renewable annually on re-certification by the password holder Replaces current e-mail service now provided in response to Extensive search requests.

7 Additional Provisions Purpose limitations, fees, and other changes only with approval of ICANN Board Registrant access, subject to notification of searchers and blocking mechanism GNR will explore online authentication, contract execution mechanisms
