1 Rules Review #2 Area Meeting – Sept 15, 2015

2 PSK vs Non-PSK  CASE: 4 th and 10 from K-45. While K2’s punt is in the air (before the kick ends), R80 grabs and pulls the facemask of K50 at the K-45. R12 then catches the ball and is tackled at R-20. What is the status of the ball and clock?  This is not PSK, as the foul did not occur beyond the expanded neutral zone (2-16-2h3).  The basic spot is the previous spot, since the foul occurred during a loose ball play (10-3-1a, 10-4-2b)  The result is that it will be 1 st and 10 for K, at R-40 (15 yards from the previous spot).  The clock will start on the snap, because “either team was awarded a new series following a legal kick.” (3-4-3c)  (NOTE: if it had been a 5-yard facemask, it would be 4 th and 5 instead, and the clock would start on the ready-for- play).

3 Fouls during Touchdown  CASE: During a passing play, B20 commits pass interference against A15. Despite the interference, A15 manages to catch the ball and scores a touchdown. What are A’s options?  If there was no touchdown, A could choose to accept the foul, and enforce the penalty from the previous spot, or decline the foul and take the result of the play.  However, on plays where a touchdown is scored, if an opponent of the scoring team commits a foul, the scoring team can accept the results of the play and choose to enforce the penalty on the try or subsequent kickoff. (8-2-2)  Pass Interference is not an exception to this; while it’s not as common for pass interference to happen when the ball is caught, it is possible, and if so, would fall under this rule just as any other foul would.

4 Overtime  If the score is tied at the end of regulation, overtime should be played. This is true for all levels of high school football (Varsity, JV, Freshman). Only if both coaches and referee agree can the game be ended without overtime (3-1-3).  Reminders about Overtime special rules:  If B ever gains possession, the play is dead and A’s series is over. They cannot run it back.  Any new series is always 1 st and Goal, regardless of field position.  CASE: On 3 rd down from the 10 yard line during an overtime series, B commits Roughing the Passer against A. After the play, but before the ready for play, A22 is flagged for Unsportsmanlike Conduct.  RULING: A is awarded a new series, and it will be 1 st and goal from the 20 yard line.  Only one coin flip, regardless of number of overtime periods. After the first, subsequent overtime periods will simply alternate which team has first option (O/D/Goal).

5 Airborne Catches  Airborne A2 catches the ball at B-20. Before he touches the ground, B50 pushes him, and A2 lands with his foot out of bounds at B-22.  Incomplete pass. If a player lands out of bounds for a catch, it is incomplete, even if pushed. The only exception is if he is CARRIED out of bounds.  Airborne A2 catches the ball in B’s end zone. Before he touches the ground, B50 pushes him, and A2 lands inbounds at B-2 and falls to his knee there.  Touchdown. The pass is ruled a catch, since he landed inbounds, and is thus awarded forward progress.  Airborne A2 catches the ball in B’s end zone. Before he touches the ground, B50 pushes him, and A2 lands out of bounds at B-2.  Incomplete. Landing out of bounds results in a “no catch”, and thus forward progress is irrelevant.

6 Eligible Receivers (Non-Exception) 557562885763 81 18 4233 5 88 now eligible. He’s on the end and has a legal number. It doesn’t matter that he was covered up at one point. 88 not eligible by “position”. (See case 7.2.5A) “Position” does not refer to being a tackle, but simply refers to being in an interior position. 63 not eligible by number, but formation is legal.
