4.  Significant School Needs from significant federal activity and not enough local resources  Property tax rates in the Fort Bragg region are already 22% above the state average  Two of our counties are at or below the minimum fund balance requirements Our problem…

5. Children from Indian Lands are weighted at 1.25 regardless of where their parents work. But if your parent is a soldier and you live on base, you are only weighted at 1. If your parent is a soldier and you live off base, you only count as.2 of a student. Because it’s not fully funded, the “Learning Opportunity Threshold” (LOT) modifier formula is applied. This LOT formula means that some districts will receive most or even all of what they are eligible for. To be able to do this, the allocations for school districts like OURS are reduced - SIGNIFICANTLY. Impact Aid Issues…
