1 Technical advisory panel Mission Brief

2 Requirements Have the principal requirements of the facilities suite of instruments, in terms of equipment types and numbers been evaluated effectively? Is the evaluation comprehensive? Has anything been missed, what actions should be taken to fill gaps ? Have the facilities principal requirements been identified and considered. Is the evaluation sufficiently robust to support the development of a plan of action?

3 Development Does the plan presented address all of the requirements both of the scientific project & the facility ? Can the strategy be effectively implemented within the community. What are the critical points within the plan and have they been sufficiently addressed to ensure success. Have the needs of the I.suite and of the facility for equipment development been identified and prioritized? Are development activities in place to cover each of the needs? Are the committed resources sufficient for success within the project timescale? Is the investment in development activities justified by benefits to instrument performance and/or the facility?

4 Procurement / Fulfillment Does the proposed strategy present a coherent plan for the supply of equipment to the suite of ESS instruments ? Is the plan for the supply equipment to tranche one instruments (installation in 2019) credible? Does the proposal achieve the best balance between quality, performance and cost possible considering the in-kind nature of the project? Does the proposal promote the procurement of equipment through in-kind channels Does the proposal promote the supply of equipment by ‘smaller’ and ‘non-expert’ contributing countries?

5 Equipment Standardisation Is the proposed plan of rationalization technically feasible valid? Do the proposed actions contribute effectively to the projects goals of world class (instrument) performance including in terms of availability? Can the sited benefits to the instruments and the facility be realistically achieved within the timescale of the project? Is there sufficient support both within ESS and the community for the actions required. How could the acceptation within the community be increased?

6 Project Does the presented strategy …. …. effectively support the ESS early success strategy ? … contribute to the ‘long-term’ success of the operating facility ?.. reflect the projects goal of maximise the value of procurements through in-kind means? … maximise the value to the project of in-kind contributions through harnessing partners existing competence and capacity. … mitigate risks through promoting shared ownership within partnerships. … present a realistic plan for delivery within the timescale of the project ?
