Compact and Constitutions Mayflower compact was a written agreement to make laws Constitutions are written form of governments, each state had to create one.

Weaknesses with the Articles of Confederation Gov’t could not pay off war debt NO trade allowed with English colonies No control on taxes Can’t recruit for army No control on trade between states.

Shays’s Rebellion 1786: Daniel Shay complained about taxes Couldn’t sell crops to Caribbean colonies Dan rebelled in Mass. Congress could not help Mass. Had to use militia
