3 HR Public Policy H.Con. Res. 101 – Retirement Security Resolution Sponsored by Reps. Jim Gerlach (R- PA) and Richard Neal (D-MA) Supports existing tax incentives for employer-sponsored plans Important given Congressional interest in debt reduction and tax reform SHRM members largely responsible for 106 co-sponsors  1,131 letters to Congress  60 phone calls to committee staff  275 office visits during SHRM Leadership Conference

4 HR Public Policy Employer-Provided Educational Assistance Section 127 of the IRC to allow EEs to exclude from income up to $5,250 in educational assistance is set to expire December 31, 2012 Bill to permanently extend Section 127 of the IRC to be introduced by Reps. Sam Johnson (R-TX) & Richard Neal (D-MA) in March SHRM leads Coalition effort to preserve this important benefit

5 HR Public Policy Sponsored by Rep. Phil Gingrey (R-GA) and Senator Mike Enzi (R-WY) Under the Congressional Review Act, passage of resolution would block the NLRB’s “quick election” rule Only requires majority vote (51 votes) in the Senate to pass SHRM members to advocate in support of resolution during Employment Law & Legislative Conference Hill Day 03/07/12 H.J. Res. 103 / S.J. Res. 36 – Congressional disapproval of NLRB rule on union election procedures

6 HR Public Policy Rules implement changes required by 2009 legislation, that affect both the military leave provisions and the application of certain FMLA provisions to airline flight crews Deletes key SHRM provision that allows employers to record leave in the increment in which other leave is recorded provided that increment is no greater than one hour Comments are due April 16, 2012 SHRM State Councils and Chapters will be invited to support this effort Notice of Proposed Rulemaking on the Family and Medical Leave Act (FMLA)

SHRM’s non-partisan “Have a Voice!” campaign aims to motivate HR professionals to exercise their constitutional right to vote in the primaries and November Presidential election. SHRM will launch its “Have a Voice” website, www.haveavoice.shrm.org, during the 2012 Employment Law & Legislative Conference, Mar. 4-7, 2012.www.haveavoice.shrm.org The website has many great resources, including information to: Successfully orchestrate a voter-education campaign Assist you (and your employees) in registering to vote Inform you of your voting rights Teach you how to host your own “Returns Party” Provide you with great HR Votes 2012 gear
