14 Joint Program Executive Office for Chemical and Biological Defense 050425_APBI_JPEO 14 Congressional Adds Why Does it Take So Long For Us to Get Our Money? –Normal Funds Release is 6 - 10 Weeks After the Beginning of the Fiscal Year –Congressionals Are Not Typically Released With Program-of- record Funding –Members Do Not Provide a Direct Link to the Add so the Actual Beneficiary is Unknown –SOWs and Sole Source Justifications Often Require Multiple Rewrites –Workload Prioritization Issues at the JPEO and in the Contracting Office –It’s a Bureaucratic Process With Lots of Hoops to Jump Through
