U - 1 Defective Water Purification System Threatens Public Health

U - 2 Public Health Romania has fought long and hard to win the battle to host the European athletic games for the summer of 1999. –Their chances look good, but they are in close competition with three other countries. A week before the decision as to locale for the games, health authorities in Bucharest detect a minor outbreak of gastro-intestinal illness. In tracing the source of the problem, it is learned that the primary water purification system is somehow defective.

U - 3 Public Health (Continued) The health and water works officials report that it will require several weeks to determine the best remedial action. –In the meantime, they recommend a major publicity campaign to alert the populace to the threat and the necessary precautions, such as boiling all water, to combat the problem. Key officials involved in the games negotiations argue strongly against any public announcements. –They believe it might tilt the balance in their battle to win the games. –These officials point out the potential loss of millions in foreign exchange and national prestige should Romania lose the vote.

U - 4 Public Health (Continued) Health officials when pressed admit they have no real idea of the potential seriousness of the water pollution on near-term public health. The PM, when advised, asks simply “Should we go public or delay?”
