3 GSA LEADERSHIP Administrator On May 26 th, The U.S. Senate confirmed Lurita Doan as the 18 th Administrator and the first female Administrator of the GSA. In her previous career, Mrs. Doan was President, CEO and sole partner of New Technology Management, Inc. (NTMI) until July of 2005. 8 PORT OF ENTRY REPLACEMENT PLANNING The GSA Center for Border Stations and our regional offices continue strategizing to meet an aggressive and challenging long range POE replacement plan presented to us by Customs and Border Protection (CBP). In addition to projects already in the pipeline, CBP has identified more than thirty (30) land ports of entry on the northern border to be replaced beyond 2013. 11 GSA ON-GOING BORDER PROGRAMS Non Intrusive Inspection (NII) VACIS Non Intrusive Inspection (NII) VACIS BACKGROUND: CBP and GSA entered into an agreement on June 6, 2003 for GSA to furnish the expertise and management to install the NII systems, infrastructure and enclosures. CBP has furnished $9,660,626.00 to accomplish Phase I of this project. A total of twenty-six installations are scheduled to be completed in Phase I. World Trade Bridge is a Commercial Port therefore the system will be tested on commercial traffic. CBP has furnished $1,345,436.00 to accomplish this project. CBP has funded $34,554,748.00 to accomplish this project. RPMs, at the completion of this program, will be installed on all POV and the Commercial lanes at all one hundred and sixty-five Border Crossings. RPMs are just one of the NII systems being installed to protect the border. 16 GSA ON-GOING BORDER PROGRAMS Non Intrusive Inspection (NII) - Signage Non Intrusive Inspection (NII) - Signage BACKGROUND: As a result of the creation of DHS and the merger of INS/USCS, CBP developed a signage program in 2004 for the design and installation of Customs and Border Protection identification. The program not funded or initiated until September, 2005.CBP and GSA entered into an agreement in September, 2005 for GSA to furnish the expertise and management to install Customs and Border Protection identification at all Land Ports, Seaports, Airports Preclearance facilities and Border Patrol facilities. CBP furnished $348,200.00 to accomplish phase one of this project. CURRENT STATUS: As of April 2006, forty-three Border Patrol Facilities, ten Land Border Crossings and three Airports are under contract and are scheduled for completion by May 28, 2006. $107,889.00 has been obligated to date against the CBP funding. PROPOSED GSA SCHEDULE: Phase one, consisting of ten Land Ports, ten Airports, ten Seaports, fifteen Preclearance facilities, and seventy-five Border Patrol Stations, Sector Headquarters and Checkpoints is scheduled for completion by July, 2006.
