3 Seacare OHS Forum Oct. 20073 NOPSA Legislated Functions to promote the occupational health and safety of persons engaged in offshore petroleum operations; to develop and implement effective monitoring and enforcement strategies to secure compliance with the legislation; to investigate accidents, occurrences and circumstances and to provide lessons learnt to offshore petroleum operators; to advise persons on occupational health and safety matters relating to offshore petroleum operations; to report and make recommendations to Australian Government, State and NT Ministers; and to cooperate with Australian Government, State and NT agencies, and Designated Authorities to ensure effective regulation of offshore petroleum operations.

6 Seacare OHS Forum Oct. 20076 NOPSA Regulatory Regime Offshore safety regulated through duties of care and the safety case, not through detailed rules Safety Cases assessed by NOPSA Operator compliance tested by NOPSA inspections and investigation Enforcement action taken as necessary
