City Pavement Management Progra m –All City roadways reviewed and rated based on their condition –Identified roadways in need of reconstruction –Used the information to develop the City’s Capital Improvement Plan (CIP) –City Council budgeted for improvements –Roadways in the neighborhoods are included in the CIP for reconstruction Project Background

Projects completed –Oakshore Park – streets, sanitary sewer, water –129 th Street (N end of Bald Eagle Lake) – streets, sanitary sewer, water –Hugo Elementary School area – streets only –South Egg Lake area (near Nadeau’s) – streets only –South Ethan Ave (proposed for 2011) – streets, water, and sanitary sewer Projects cooperative efforts between the City and the neighborhood Project Background

Reconstruction of Roadways –Remove existing pavement –Repair soft spots/add gravel/repave roadway –Drainage improvements (infiltration requirements) –124 th, Europa, Falcon proposed to remain a rural section, –126 th, Gallivan, etc proposed to remain with curb and gutter –Roadway width not proposed to change Proposed Street Improvements

City Water Service City’s Comprehensive Plan includes providing water service within this area Appropriate timing to consider installing water service – it will be some time before the roadway will require reconstruction again No specific time frame required for connecting to the water system Existing wells can be maintained – use for irrigation purposes Could include Bald Eagle Townhomes in water project

Proposed Roadway Assessments Roadway Assessments –Bald Eagle Estates (curbed street) at $4,100/unit –Lake Aires Estates (rural section) at $3,400/unit –Assessments fund approximately 1/3 of the project cos t Utility Assessments –100% of the cost assessed on a unit basis –Est. $8,500/unit in assessments above roadway assessments Assessments spread over a fifteen-year period at approximately 5-6% interest (rate dependent upon borrowing cost) Senior Citizen deferral available to those over 65

Other Private Costs Water Connection Charges$2,640/unit Connection of water service between property line and home Abandon existing well – if applicable Typical water bill = $50 per quarter average for a typical home (assumes City water used for irrigation) No specific timeframe to connect to City water Existing well can be maintained if connected to City water – i.e. use for irrigation
