4 1998 Constitutional Amendment –Shifts many of the costs to the state effective July 1, 2004 Counties Responsibilities –Facilities and security –Communication services –Existing radio systems –Equipment and furnishings –Integrated computer system –Local requirements BACKGROUND

5 Legislature authorized counties to impose $15 fee on civil and criminal traffic infractions to fund court facilities BCC adopted fee effective July 1, 2004 by local ordinance

7 Court Facilities include –Downtown Courthouse –Juvenile Justice Center –Courtrooms at Corrections –Branch courts in Ocoee, Apopka, and Winter Park –Clerk’s branch offices in Ocoee, Apopka, Winter Park, and on Goldenrod Road –Warehouse facilities Totaling approx. 1.5 million square feet COURT FACILITIES FUNDING

8 Services Funded –Security –Maintenance HVAC Plumbing Electrical/Lighting Painting and Carpet replacement –Parking –Capital improvements –Leases for courts, offices, and warehouse space COURT FACILITIES FUNDING

11 COURT FACILITIES FUNDING Court Parking Expenses Assessed parking needs Worked with City of Orlando to move jurors to Courthouse Move eliminated shuttle buses, helped decrease operating costs Renegotiating parking contracts to reduce costs while continuing to provide parking

15 LEGISLATIVE CHANGE SB 2108 allows the County to increase the court facilities traffic ordinance fee from $15 to $30 Increase would bring in approximately $3.2 million more annually in revenue for facilities Will provide needed funding

17 REQUESTED ACTION Approval to amend the ordinance to increase the additional surcharge for court facilities on civil and criminal traffic infractions from $15 to $30 effective October 1, 2009, as authorized by the Florida Legislature in 2009.
