3 CORIS Phone System Overview 3 Problem Statement 2003: Maine DOC was asked to address concerns regarding the telephone services provided to prisoners/residents Summary of Concerns: –Rates are too high –Not taking advantage of telecommunications trends: Fixed-priced prepaid calling across the U.S. Shorter telecom provider contract periods –Major inmate phone system components are too tightly integrated: Telecommunications Service (the Carrier) Call Processing and Security DOC Commissions

4 CORIS Phone System Overview 4 Background Info MDOC partnered with xwave to complete a successful OMS implementation: CORIS CORIS is a web-based Offender Management System, integrating: –Adult Facilities –Adult Community –Juvenile Facilities –Juvenile Community –Financials (Restitution, Fees, Inmate Trust, Canteen/Commissary) –Inmate Phone System Telecom Vendor challenges in the Inmate Phone Services market Legacy System based solely on an collect calling model (expensive) The public / families experience: –High rates –Few Options

5 CORIS Phone System Overview 5 CORIS Phone System Result of extensive research and analysis on alternative telephone systems to address the Public Advocate and PUC concerns MDOC consulted with xwave to –Assess available technologies –Determine if a new phone system could be integrated into CORIS –Determine how MDOC could leverage existing offender information –Provide a secure and more cost-effective telephone service Additional levels of security Providing additional & cheaper options –Leverage Bell Aliant (xwave’s parent company) expertise in the development and deployment of custom telephony solutions

6 CORIS Phone System Overview 6 CORIS Phone System Features Voice Over IP (VOIP) Technology State-of-the-art Security –Eliminate the need for debit phone cards –Significantly reduced call fraud –Restricted calling lists –PIN access –Voice Biometric Verification –Call Control via OMS Integration Offender Trust Account Call Detail Records and Reporting Call List Management / Contacts (white list / black list) Housing Verification - Unit-level privileges Call Recording / Monitoring Debit-calling as Primary Mechanism Collect Calling options through PCS solution

7 CORIS Phone System Overview 7 CORIS Phone System – Benefits Offenders –Flat per-minute rate option for all calls within the U.S. –No connection charge (Debit Calling) –Called Party not billed (Debit Calling) –Possible increase in per-call duration due to reduced costs Increased outside contact = positive psychological impact on offenders Public –Enhanced security reduces possibility of unauthorized calls (i.e. calling a victim) –Public website allows the public to Access active offender public information, including Release Dates, Location, basic Offender Identification
