The concept l The Actors of the health sector will increasingly work in a networking mode l The technology will be Internet based l Internet in itself is not reliable and fast enough, so we need a special Internet network (“Intranet”) l The French Social Security System (CNAM) has a strong interest in the development of such an Intranet : the transmission of Electronic Care Forms l In order to speed up the creation of a federating health network the State has taken a leadership role and has created a Public Service l This service however is not in a monopoly position, except for the delivery of Electronic Care Forms Ü Cegetel is the operator of this Public Service
