1 Scientific Advisory Committee Inter-American Observatory on Drugs CICAD

2 Purpose A forum to guide CICAD on:  The development of new programs and  The improvement of programs already in place. Based on cutting edge, scientific evidence.

3 General Functions Provide Recommendations on:  CICAD program strategies.  Strategic and institutional alliances.  Development and strengthening of drug policies.  New research areas, and methodologies.  Application of information technology to support programs.

4 Specific Tasks Advise CICAD on: Prioritizing MEM requests for assistance and other programs. Strategies to expand the Cost Program to all countries in the Hemisphere. Measures of evaluation of CICAD programs. Deliver annual presentation to the Commission.

5 Criteria for Member Selection Professional and Geographic Balance. Expressed interest in serving on the committee. Ability to bring to the table assets in addition to their specific research expertise. Willingness to serve on the committee in an individual capacity.

6 Proposed Composition A panel of core members Two alternate members Two institutional members: National Institute on Drug Abuse (NIDA) European Monitoring Center on Drugs and Drug Abuse (EMCDDA)

8 Alternate Members Alice Abreu, Ph.D. Sociology, Expert in Science and Information Technology Henrick Harwood, Ph.D. Economics – lead research for NIDA’s economic cost of alcohol abuse research.
