2 2 Timeline for Implementation of FCAT Writing+ 2003 Began development of test design and items with input from the Writing Content Advisory Committee (Florida teachers and administrators). 2004 Began development and review of items and research about scoring models. 2005 Conducted the field test of multiple-choice items and empirical research about scoring models. 2006 First FCAT Writing+ scores will be given to students (Grades 4, 8, & 10). 2007 Achievement Levels will be reported for the first time; 9 th graders will be notified of graduation requirement 2008 10 th graders will take FCAT Writing+ as a graduation requirement.

3 3 FCAT Parent Network Student reports for Grade 3 and Retakes available beginning on May 3. Grades 4 – 10 will be posted two days after districts and schools receive files.

4 4 SSS Revisions and FCAT Language Arts FCAT Reading and Writing Content Advisory Committees have reviewed draft. Decision on whether a new generation FCAT is needed will be made by early fall. Mathematics FCAT Mathematics Content Advisory Committee has met and reviewed current draft. Upon State Board of Education submission, a final review will be conducted. Decision on whether a new FCAT is needed to follow no later than six months later.

9 9 Writing The Writing component of the school grade will remain at 3.5 rather than increasing to 4.0 for determining the percent meeting high standards. This change is proposed because including the multiple choice items in Writing is an option in 2007-08 and Writing will become a graduation requirement in 2009-10. Based on feedback received, the department proposes making all changes regarding Writing at the same time.

10 10 Science Science will be added as a seventh component. One point will be awarded for each percent meeting high standards, achievement level 3 or above, on FCAT. The Science component was adopted in November 2003 by the State Board of Education.

11 11 Math Lowest 25 Percent Learning gains among students in the Math Lowest 25 Percent will be added as an eighth component. One point will be awarded for each percent making learning gains. This calculation will mirror the current Reading Lowest 25 Percent calculation. This maintains the balance of half meeting high standards and half learning gains in the school grade calculation.

14 14 Retakes of 11 th and 12 th Graders High schools will be able to earn ten bonus points toward their school grade when 50 percent of all 11 th and 12 th graders retaking the FCAT Reading and Mathematics meet the graduation requirement.

17 17 Participation Rate For AYP Participation will be calculated separately for reading and mathematics There will be 18 participation cells, 9 for reading and 9 for mathematics Must have at least 95% participation to satisfy that criterion
