Basic facts about APR&D was established by Act No. 172/2005 C., originally by Act. No. 203/2001 C. (STAA) is the most important organisation in SR supporting R&D in all sectors – university, state (SAS), private and non-profit supports research in all scientific areas supports R&D providing grant money from state budget to support research objectives of applicant provides grants based on quality of the research proposal is located on Hanulova 5/B, Bratislava, Slovakia

Basic facts about APR&D APR&D supports individual R&D projects using bottom-up approach individual R&D projects within Agency programmes is involved in evaluation of bilateral research proposals R&DSA supports at present 397 projects from 3 calls, from those 67 projects are support of young researchers and another 508 projects are now undergoing the evaluation process

Structure of the STAA (till July 1. 2005) Agency Board had 13 members –four members from the universities –four members from the state sector (2 from SAS) –four members from private industry –one representative of Ministry of Education Agency - two divisions – projects and economy 14 employes 14 employes

Act 172/2005 C. on State Support of R&D (July 1, 2005) Contains provisions concerning APR&D Defines new structure of the Agency –Presidium of the Agency (appointed by the Government) –Agency Boards for scientific areas & programmes (6+programmes+1) – appointed by the Minister of Education –Expert Committees (appointed by the Director) Defines a new method of decision to grant financial support by Agency Boards Distribution of budget among scientific fields is approved by the Ministry on the proposal by the Presidium prior the call

Evaluation of proposals basic criteria defined mark system used peer review system evaluation from 3 independent referees expert committees in 9 scientific areas (Agency Boards with the help of expert committes) expert committees make recommendations to the Board, based on projects and their evaluations Board approves grant to every selected project (Agency Boards, no Presidium)

Evaluation criteria Scientific content of the project, proposed methods, originality, innovativeness and project timetable Potential scientific and socio-economic benefits of the results for society (separate criteria for basic and applied research) Expertise of the project leader and research team Existence of necessary infrastructure Soundness of the project (this criterion is so far evaluated by domestic referees only) Minimal value for acceptable projects (70%) Minimal value for acceptable projects (70%)
