What Does COOP Mean To You? Capability to continue mission-essential functions without unacceptable interruption. COOP must be executable across a wide range of potential emergencies. Plan: Predatory measures, response actions, restoration activities planned or taken to maintain effectiveness, readiness and survivability. What are your organizations relocation groups above the line and below the line? Operational Role in a Strategic environment. Significant additional duty, not a full time job.

The Basics What can trigger a COOP Response? An attack within the National Capitol Region. Any terrorist attack of any kind within the United States. A Weapon of Mass Destruction attack anywhere within our coalition. The SECDEF orders Continuity Operations be implemented. How long should it take your organization to respond? OSD COOP response standard is Operational Not later than 3 hours after being notified of a COOP event or the occurrence of a no notice trigger. This standard is day or night rain or shine. Be prepared to stay or work for up to 30 days.

What do you need at a Relocation Site? The right people to represent your organization Key Telephone Numbers: A listing of organizations, points of contact, telephone numbers and email addresses for anyone your organization supports, coordinates with or does business with. All references required for performing all the key functions done within your office. Draft templates of standard documents or actions An historical file of past action that have the potential for use in this operation. Possibly, Laptop computer with dial in capability A copy of your security clearance verification Your Pentagon Building pass, military ID and or a second form of picture Identification. Any Medications you take. Cash Personal items: Change of Clothes: Duty Uniform or Business Casual, Toiletries, Towels, PT Clothes, A sweater or a light Jacket

Watch Stander Rules of Engagement Take charge of your watch; don’t be fooled by slow periods or quiet nights. Don’t expect anyone to spoon feed you answers, solutions or where to turn to get things done. Be aggressive if you only work the issues that come to you, you will miss ¾ of what you should know and be doing. Be a team player. On occasion you will work actions for the Shift OIC that are outside the realm of your primary role. Network, get to know who you are working with internally and externally. Situational Awareness is critical. Be prepared to give, on a moments notice, a situational updates. Be aware of your surroundings. What actions are being worked how do they impact your organization?

Ensure your counterparts on shifts in other locations know what you know. Pay attention to the shift change briefings and updates to the principals. At some point in time you will be required to convey an update. Follow your actions to closure. Keep a detailed Watch Log. You will frequently read the log several days back to sort out issues and actions. Work hard; make yourself an invaluable member of the team Keep the MAs and all principals informed. The MAs can help you source an action to appropriately. Don’t be afraid to call Senior Leaders and ask for guidance. Watch Stander Rules of Engagement
