2  Salary/Benefits  No State raise except for paraprofessionals ($750 per employee)  Step increase except DOE non-teaching employees  OEC overall rate down to 28.43% from 28.53% (Pension +0.1%, Workers Comp -0.2%) Operating Budget

3  Discretionary Funds  $27,425,100 statewide to backfill the Education Jobs Fund  Appoquinimink received $1,848,136 in FY11 and used it for educator salaries in FY12 Operating Budget

4  Other “Epilogue” language  Mandatory use state contracting language continued  Establishment of shared central services allowed, with prior approval of Secretary of Education, Director of OMB, and Controller General Operating Budget
