4 BOTTLE NECKS RHM not easily accessible because of the volume of work and the area coverage. Transportation challenges (i.e. limited, costs and suitability). Health facilities (HFs) not evenly distributed (distance). Not all HFs have in house birth registration, even where the service is provided it is on part-time basis. The distance between the HFs and the Civil Registration Service Centres (long distances). Poor reception and service towards the external births.

5 BOTTLE NECKS continued………… In adequate Human Resource at the Civil Registration Service Centres. Inconsistence of the network. The adhoc compilation of the CR data by CSO to produce VS.

6 DESIRED BUSINESS PROCESS Home Sanitized/educated public on the advantages of using HFs Adequate Increased and evenly distributed RHMs with improved incentives Adequately distributed HFs as per WHO standards, Civil Registration Officers in all HFs working at all times and capacitated and motivated HR. Increased capacity (HR) in all Civil Registration Service Centres to meet the demand Up graded network systems Mainstreamed compilation function into the CR system (complete CRVS system)

7 FIVE STRATEGIES Educate/ sensitize the public on the importance of using: Health Facilities when pregnant and the advantages of birth registration. Capacitate RHMs and engage them on specified contracts and also improve the clients ratio. Capacitate the Health facilities (ambulances, Human Resource etc.). Restructure the Civil registration Civil Registration Department. Have a Statistical Unit within the Civil Registration Department to have a complete CRVS system.
