PURPOSE AND NEED The purpose of this options paper is to describe and discuss the variety of alternatives [options] available for establishing annual catch limits (ACLs) and accountability measures (AMs) for commercial and recreational harvest of U.S. Caribbean (Puerto Rico and the U.S. Virgin Islands) species contained within the Spiny Lobster, Reef Fish, Queen Conch, and Corals and Reef Associated Plants and Invertebrates Fishery Management Plans (FMPs) that have not been identified as undergoing overfishing.
