Mission of the Office of Minority Health The Office of Minority Health was created in 1986. It was one of the most significant outcomes of release of the 1985 Report of the Secretary’s Task Force on Black and Minority Health (The Heckler Report). The Office of Minority Health Resource Center (OMHRC) was established in 1987 by the new Office of Minority Health as one of its initial efforts to respond to recommendations of the Heckler Report. First authorized by statute in 1990, it was most recently reauthorized along with the OMH by the Patient Protection and Affordable Care Act of 2010 (42 USC 300u-6). It is the nation's largest repository of information on health disparities issues.
