3.  Supply of shabu comes from Metro Manila and the nearby provinces of Regions 1, 2, and 3.  Transport of illegal drugs (either shabu and MJ) going in and out of of the AOR was made easier with the opening of the expressways (SCTEX and TPLEX).  Supply of MJ coming from Ifugao, Kalinga (to include Benguet and Mountain Province) are brought to Baguio City to be transshipped to Metro Manila and Cavite.

4.  Shabu Shabu is the no.1 drug of choice in CAR.  Marijuana (MJ) Minimal amount of MJ is consumed in the AOR.

13. By the end of first quarter, the number of the total DPs decreased to 195, 4 personalities in the list were arrested. There are 268 DPs in the AOR as a result of the Regional Intelligence Workshop on June 8, 2015. In review, 7 personalities were arrested from the original number of 195 for the start 2 nd quarter. 1 st Quarter 199 DPs in CAR 2nd Quarter 268 DPs in CAR

14. There are 129 DAB in the AOR as a result of the Regional Intelligence Workshop on June 8, 2015. For the period, 4 Barangays were subjected for Barangay Drug Clearing Operation. 1. 20. Inconsistencies in testimony. Failure to preserve the identity and integrity of the seized items/failure to comply with Sec 21 RA 9165. The idea to sell dangerous drugs emanated from the informant and not the accused/instigation. 22.  This RO believes that the incessant suppression of drug supply coupled with the continuous efforts of conducting preventive education to the people in the Region will greatly minimize the drug problem. It is further observed that the concerted efforts of other Government Agencies and the LGUs are necessary in the campaign against dangerous drugs.  In order to minimize the dismissal of drug cases as previously shown, this RO will arm the agents with the necessary tools and knowledge in the proper handling of evidence. It is recommended that the National Prosecution Service through the City and Provincial Prosecutor provide a seminar on this matter.
