FNSS – Understanding the Community and Community Assets Functional and Access Needs and FNSS affect a broader segment of the population than “just” people with disabilities Approximately 20% of the population has one or more disabilities The target population increases when you factor in Functional and Access Needs – Over 50% in some instances
