1 Comprehensive achievement plans
Oregon Department of Education Shanda Brown

2 Objectives We will learn about effective strategies to design a Comprehensive Achievement Plan (CAP) for school improvement. We will learn about the review process for a CAP from the School Improvement Team. We will learn how to use the plan as a continuous improvement tool.

3 Effective Strategies for DESIGNING A CAP
Assess all indicators as a team. Choose no more than 3 priorities for the school. Choose fewer than 5 indicators that best align with the priorities of the school. Write descriptive tasks that allow for progress monitoring. Use data as evidence of implementation. Discuss this is project management tool 5 step process Priorities for the school that should come from your assessment ie., effective Reading/Math strategies, Data Teams, Intervention System Differentiate between Title I and School Improvement-Title I requires some indicators be included in the CAP- There may be additional indicators that are included in the plan due to Title I requirements, However for the process of school improvement 3 or less priorities and choose less than 5 indicators for the priorities Provide a Copy of the indicators-Highlight the indicators required for Title I-CAP and SWP are a two for one. Print this slide for people to use for CAP review activity on slides 8 and 9.

4 School Improvement Reviews
Review of the CAP holistically Provide approval and feedback for schools Approval of revision May-August Feedback in November (Progress Monitoring) Feedback in February (Progress Monitoring) Screen shot of Approval/Feedback form Revision process-support based Outside eyes looking at the CAP Approval for the next school year Progress Monitoring

5 CAP Approval Form The purpose of this form is provide feedback for entire Key Areas and differentiate simultaneously.

6 Trends across Priority Areas for 2014-2015 CAPS
Trends across schools. Less than a third of our schools have the priority of Assessment or I Interventions Turn and Talk-Where is your district school’s priority? What systems need to be in place?

7 For a holistic picture of CAP, we review additional information:
Review Process For a holistic picture of CAP, we review additional information: Narrative- Human element Report Card- Summative data Budget- Data and tools used for students Formative Assessment- Progress Monitoring Narrative is uploaded into Indistar Narrative is provide the human element of the CAP. We have been with the schools for 2 years and will be with them for 2 more years Human element is vital to continue the relationship Report Card Summative Data Priorities aligned with data Budget What is additional money being spent on for students? Are the materials sustainable? Are the materials working for students-does the school need to change? Are expenditures aligning with priorities and summative data? Formative Assessment Are schools monitoring their own progress? Are schools using their own data to make adjustments? Are schools making changes in the CAP to reflect the FA? Are schools providing updates in the comments section to reflect PM? Are schools using their data as evidence to demonstrate progress toward a goal? Reviewing all this data providing feedback on flushing out opportunities and building on strengths.

8 CAP examples There is No perfect CAP CAP One: Example of well written tasks CAP Two: Example of priorities with goals and evidence Hillside: Descriptive tasks Highlight EE2.2-How it will look when fully met for the SY Task that will lead to completing the How it will look when fully implemented Tasks allow for progress monitoring for the school year-updating in comments or add additional tasks Highlight Task 1, 14, from the previous school year about comments section Riverside: Goals for priorities Focus on Subgroups DSC 1.4 “How it will look…” DSC 1.5 – Task 1 EE 2.1 “How it will look…” and Task 6 EE 2.3 – Task 1 EE Task 5 TL 4.1 “How it will look…” and Task 1 TL Task 3 TL 4.3 – Task 1 TL 4.4 “How it will look…” and Task 1 Evidence – TL 4.2 “How it will look…” (80% goal) Turn and Talk about perceptions Aha’s

9 Continuous improvement tool
Assess Indicators Plan Implement Progress Monitor Assess Indicators-determines the priorities Build a plan with Indicators, Tasks and evidence Implement plan Progress Monitor every month, every three months-depending on task Repeat this process every year: May continue with the same indicators to continue May have built a sustainable system and are now working on building additional systems Monitoring and adjusting systems as need be Review CAP sections that were provided-See the process through the tasks and the indicators Reference Slide 3 Handout for the 5 steps for a school improvement process and where the steps fit within the graphic Read through the sections previously given and work with a partner about what part of the process do you see? Share out with whole group

10 Share Out What was positive about this experience? What new perspective did you gain?
