NY Route 347 – Design Build Goals Continued… Improve safety and mobility along the Route 347 Corridor by: Providing additional roadway lanes and improving traffic flow; Implementing Intelligent Transportation System (ITS) technology (use of INFORM); Improving access to public transportation; Providing enhancement to infrastructure for use by pedestrians; and Creating a shared-use path for bicyclists and pedestrians. 8

NY Route 347 – Design Build General Scope of Work Widening of NY Route 347 with additional travel lanes and shared-use path for pedestrians and bicyclists; Pedestrian facility design and installation; Bus turnouts and enhanced bus stop design and installation; Extensive landscape design and installation potentially including, but not limited to: vegetated screening, planted raised median, street trees, vegetated drainage features; Sound wall design and installation; and Installation of street and pedestrian lighting. 11

NY Route 347 – Design Build General Scope of Work Continued… Relocation and/or preservation of existing utilities (continued) Supporting documents are required for Utility & Municipal Agreements to be completed by RUE DB Team must include the cost to relocate Suffolk County Water Authority facilities in their bid. The cost shall include all permits from the Suffolk County Dept of Health and all service connections LIPA to provide a cost estimate for their work to the RUE, once all supporting documents are provided by the DB Team. The RUE will complete the Agreement 15

NY Route 347 – Design Build GreenLITES – Evergreen Certification The New York State Department of Transportation (NYSDOT) is committed to improving the quality of our transportation infrastructure through the use of best practices that minimize impacts to the environment. NYSDOT implemented “GreenLITES” (Leadership In Transportation and Environmental Sustainability), a project rating program recognizing four levels of successfully attaining these goals in our projects. Route 347 will continue to implement as many of these best practices as possible achieving the highest level of certification… …Evergreen. 17

NY Route 347 – Design Build Quality Control (QC) QC is Design-Builder’s Responsibility Design-Builder shall appoint a QC Manager responsible for developing QC Plan for both Design and Construction Design QC shall be by the Designer in accordance with the QC Plan Construction Inspection shall be by an Independent Engineering Firm (Hired by the Design-Builder) Materials Testing shall be by an Independent Testing Firm or Laboratory (Hired by the Design-Builder) The Independent Testing Firm shall report to the Construction Inspection Firm who shall report to the Department Offsite Plant Quality Control will be performed by the Department 26

NY Route 347 – Design Build Quality Assurance (QA) QA is Department’s Responsibility The Department may perform QA on any of the Design-Builder’s activities The Department may utilize an independent Consultant to perform QA of the Design-Builder’s Designs The Construction QA will be department staff. 27

NY Route 347 – Design Build Contract Information Lump Sum Design-Build Contract Two Step Design-Build Procurement Process Project Schedule Total Duration 28 Months +/- (under review) There will be a Payment Schedule provided in the RFP Stipend Under Consideration by NYSDOT Liquidated Damages may be imposed for missed milestones and final completion ROW by NYSDOT Construction Related Permits (i.e., SPDES) by Design-Builder The final RFQ will be updated to reflect that only Greenman-Pedersen, Inc. and Stantec Consulting Services, Inc. will be disqualified 30

NY Route 347 – Design Build SPDES General Permit D/B Team to prepare SPDES Stormwater Pollution Prevention Plan (SWPPP) consistent with NYSDEC and NYSDOT procedures; D/B Team shall design drainage system to treat Stormwater Quality and Quantity as per NYSDEC and NYSDOT guidance documents; D/B Team to prepare Notice of Intent (NOI) for NYSDOT signature/submission to NYSDEC. 31
