5. 1939 Cash and Carry policy Was a WW2 policy under Roosevelt, it allowed the sale of material to countries at war with each other. The meaning of cash and carry means you have to pay in cash and pick it up yourself. The Americans wanted to remain neutral by making the countries at war that needed materials come to us and buy them instead of us going to them. We remanded neutral. This policy made the U.S closer to war by letting countries at war come to the U.S and buying materials as long as they had money we had to sell it to them according to the policy.
