TSG-C WG1.6 Comments to TSG-X Sept.15-19,2003 Calgary, Alberta D.Neeley - Nokia TSG-C Working Group 1.6 “Location Services” New Features for C.S0022-0-1 Rev.A (IS-801-A) 3GPP2 TSG-C is Enhancing the Capabilities of Wireless Location Services for cdma2000 and 1xEV-DO and 1xEV-DV TSG-C Working Group 1.6 for Geo-Location Services, with the Cooperation of TSG-X, is presenting several new Proposed Features. TSG-C Working Group 1.6 “Location Services” New Features for C.S0022-0-1 Rev.A (IS-801-A) Of “General Interest” The PDDM can be sent without data to indicate session end. (PDDM): POSITION DETERMINATION DATA MESSAGE The PDE and MS can take advantage of and support the messaging delay message. This is designed to measure the round trip delay of the message exchange between the MS and the PDE. The PDE can utilize this measurement to create better assistance data. Sensitivity assistance can now be directed. A MS can request how much and for what time it would like sensitivity assistance. PDEs need to supply the data according to the time and duration of the request. SiRF’s coarse location and assistance technique can be optionally supported.

TSG-C WG1.6 Comments to TSG-X Sept.15-19,2003 Calgary, Alberta D.Neeley - Nokia TSG-C Working Group 1.6 “Location Services” New Features for C.S0022-0-1 Rev.A (IS-801-A) Of “General Interest” It is mandatory for PDEs to provide DGPS corrections on request. An ephemeris extension technique is also available by keeping back copies of Ephemerides. The MS is not required to use this data. Unsolicited assistance data must include Doppler, Doppler rate and Doppler uncertainty window as well as code phase. Previously only code phase data was mandatory. The MS may ask for particular Ephemerides in an improved Ephemeris request message. (PDEs may optionally honor the request). A bearing message is available, an MS may be requested for bearing information and it is suggested that the MS provide the best bearing data to which it has access. The message provides for a three axis bearing to be presented.

TSG-C WG1.6 Comments to TSG-X Sept.15-19,2003 Calgary, Alberta D.Neeley - Nokia TSG-C Working Group 1.6 “Location Services” New Features for C.S0022-0-1 Rev.A (IS-801-A) Of “SPECIAL INTEREST” to TSG-X An MS is obligated to drop an ongoing commercial call in favor of an emergency session. In the capabilities message, an MS can indicate that it only will respond to emergency location requests. The rejection of messages is now equipped with more reasons, including authorization. Also a retry time is included that may be utilized by both the MS and the PDE. POSITION DETERMINATION DATA MESSAGE PROCESSES (PDDM) More than one PDDM may be sent within a single data burst. A PDDM will contain a two bit field to indicate whether or not a session is regulatory or commercial.

TSG-C WG1.6 Comments to TSG-X Sept.15-19,2003 Calgary, Alberta D.Neeley - Nokia TSG-C Working Group 1.6 “Location Services” New Features for C.S0022-0-1 Rev.A (IS-801-A) Of “SPECIAL INTEREST” to TSG-X A new Provide Location Response message has been created for IS- 801A equipment. Among the changes is a new uncertainty field. Rather than the elliptical uncertainty provided in the original message, this message allows for a simpler circular uncertainty estimate, and provides for a confidence measure. X.P0002 (formerly PN4747) may require the confidence field of C.S0022A equipment. * The Request Location Response message optionally contains requested uncertainty and confidence Parameters. * Also the inclusion of clock bias and drift require separate include bits be set. The Transport mechanism now has its own separate section C.S0022-A now stipulates that C.S0022 messages can be transported over TCP/IP as well as in data burst messages.

(This is designed for backward compatibility with C.S0022 / IS-801-1 equipment).

TSG-C WG1.6 Comments to TSG-X Sept.15-19,2003 Calgary, Alberta D.Neeley - Nokia TSG-C Working Group 1.6 “Location Services” New Features for C.S0022-0-1 Rev.A (IS-801-A) Several Features are still being Resolved: The MS should provide an indication of the number of simultaneous IS-801 sessions currently active. Layer 3 signaling interface should be provided to the network. Support signaling from the network that an ongoing positioning session should be abandoned. “Pairs” of Request/Provide messages are being considered. (PDEs may optionally honor the request).
