A signing ceremony with was held to kick off the start of the C³RS program. In attendance were representatives from the Labor Organizations signatory to the IMOU, the FRA Associate Administrator and Senior Leadership from Metra. Video:

First PRT Meetings Chose a Roll Out Week and Go Live Date
- Roll Out Week – August 10-14, 2015 - Go Live Date – August 17, 2015 Created a Mission Statement Branded the Program Discussed Roll Out - Selected Ambassadors - How many per District/Craft - Locations - Ambassador/Management Training

Mission Statement The PRT will analyze critical close call data through a collaborative effort between management and labor for the purpose of implementing comprehensive safety solutions that will benefit all participating employees in a trustworthy forum that is established without fear of retribution.

Management Buy In Since day one we had support from the top down:
Management brought this to the Unions News articles, letters to employees, and speeches at various meetings We (the PRT) have been able to go “all in” Ensured adequate manpower was available to complete the Roll Out even though Crew Management was struggling to fill jobs Working through growing pains, discuss the issue with Pete on the Rock

The Partnership Newsletter Distributed to all T&E employees, District Superintendents, RFE’s, Senior Staff, and Board Members “Metra Messenger” Distributed to all Metra employees Included a ¾ page note from CEO on C³RS as well as a full page article discussing the entire program “Coming Soon” Flyer Distributed at the Ambassador/Management Training Sessions Displayed at all outlying points and crew facilities Union Meetings Make sure to include copies of The Newsletter, pictures of Employee Reader, picture of the Coming Soon flyer

Held Monday, July 27 – Wednesday, July 29, 2015 with a makeup day Tuesday, August 4, 2015 from 8:00 a.m. to 1:00 p.m. Format - Divided into three parts IMOU Overview PowerPoint Presentation Q & A Session Handouts FRA 240/242 Waiver Metra’s IMOU PRT’s Mission Statement “Coming Soon” flyer Sample copy of a de-identified report from NASA (we collected them after each session) “I’m sure you have all done this” We should explain why we chose this format and what we ‘highlighted’ from the IMOU and touch on slides from the PowerPoint. Article 6.1 – 6.4, 7.3 Real time observe, Article 9 (use of data) and 12.3 (Metra responsibilities in support) and Record keeping Article 15

C³RS Roll Out Week - Agenda
Plan of attack 17 locations 1-2 PRT members at each location 3-4 Ambassadors at each location Visited two towers to meet with operators Met with both AM and PM shifts Met with almost 300 T&E employees Hand outs Trinkets Transportation C³RS Report Forms NASA informational envelope (brochure, report form, magnet) Displayed C³RS posters with the brochure/report form holders In an attempt to reach everyone, we put out an Admin Notice/Bulletin for employees who did not receive a giveaway will contact me to have it sent down there.

C³RS Roll Out Week Feedback
Mostly optimistic feedback (about 90%) A few surprises… Some employees were negative about the program, stating that they “didn’t need it” or “I don’t make mistakes like that” but they were in the minority After roll out, employees wanted to discuss the program with their union reps on a one-to-one basis Discussed scenarios that recently happened to them Asked if they should fill out a report

What Worked Well Strong guidance and support from stakeholders
Pre existing IMOU template was helpful in writing our own Strong communication with all parties involved Acknowledging the growing pains for all sides involved Program gained exposure with other crafts and railroads Stakeholders – provided a lot of insight into the program and helped with the roll out, answered employees questions Communication – within the PRT, labor organizations

Lessons Learned Take pictures
Possibly fast tracking the 240/242 Waiver process Utilize the “lag time” between the IMOU signing and approval of the 240/242 Waiver Ensure marketing material is ordered/delivered on time More time in between Ambassador Training and the Roll Out
