Everyone cannot be on guards all the time with everyone. Unless the people disclose their HIV status it is impossibility to put stops to HIV spread.

Voluntary testing is the first step toward treatment. Managing your life i.e. body, food, emotion, relation, mental state, spiritual life along with economic is the ultimate step.
