Blue Level Blue Identify the existing level of disaster engagement Introductory meeting with State Program Director, Commission ED, and State VAL Outreach meeting with State VOAD Review DSU resources Attain Meet quarterly to discuss any disaster engagement State VOAD contact list Meet with the State EMA twice a year to maintain relationship Maintain

Yellow Level Yellow Blue State specific national service assets sheet State VOAD Meetings Request to meet with other state representatives related to work that national service could support, to include: mass care, donations, case management Staff complete disaster trainings Attain Attend State VOAD meetings regularly Distribute state specific national service assets sheets at all outreach meetings Continue conversations with state emergency management divisions on partnerships during blue sky and response Share training resources with programs Maintain

Red Level Red Yellow Blue Meet regularly with State EMA Have a formal partnership with the State EMA (an MOU, part of state plan, etc) Designate staff member committed to be the primary disaster response contact Engage in State EMA events Encourage all programs to have one disaster related training Connect with the FEMA Regional VAL Attain Revisit formal agreement with State EMA annually Deliver disaster related trainings to programs and community Mentor other states to help raise their level on the NSDS Maintain
