2 Project Title – Exchanging Information and Creating Awareness in a Structured Basis between Peak Bodies Lead Country: Philippines Objective: To create awareness of key water resource management problems and to exchange information about generic solutions with Non-Governmental Organizations and peak industry bodies and associations with an interest in water management issues throughout ASEAN.

4 Chronology of Events: 10 th Meeting of the AWGWRM (Philippines, 2010) - the Philippines presented the list of National Water Sector Bodies (NAWSAB) in Southeast Asia. In order to establish a mechanism to share lessons learned and best practice, the Philippines was requested to disseminate a questionnaire to AMS to be able to gather information on the status of the implementation of NAWSAB.

5 Chronology of Events: Philippines endorsed the questionnaires to the ASEAN Secretariat for dissemination to AMS. The questionnaire on the Status of the Implementation of Water Peak Bodies and IWRM among ASEAN Member States was patterned from the UN Water Survey. 11 th Meeting of AWGWRM (Singapore, 2011) Philippines reported that only three AMS submitted the filled up questionnaires i.e. Lao PDR, Myanmar and Thailand. Further, it was requested that other AMS shall submit the filled up questionnaires for consolidation.. The Philippines resubmitted the questionnaires to ASEC for dissemination to AMS.

15 Findings 1.The responses showed various levels of implementation as peak bodies, 2.Issues and challenges identified are: LAO PDRMyanmar ThailandPhilippinesBrunei 1. National Policies and Legislative are in progress by June 2011 1. Several agencies under the different ministries engage in water use. 1. No efficient tools for managing water such as Water Resources Act. 1. Multiple agency managing water resources 1.High water consumption at 410 lpcd 2. Coordinate bet. WREA with cross sector 2. Lack of river basin organizations 2. Many agencies operating on water resources management 2.. conflicting laws and weak enforcement of laws. 2, Tariff is the cheapest in the region at $0.11 per cu.m. 3. IWRM Implemented in some river basin 3. Weak community participation 3. No unity for water resources managment among various agencies such as long terms plan or management information systems 3. Frequent flooding, pollution, watershed degradation, inadequate water infrastructure 3. Water supply is heavily subsidized by government. 4.Funding4.Low priority to data monitoring and data management system

16 Recommendations : We may recommended that this activity will also be reviewed and evaluated. If possible a workshop of NAWSAB Bodies will be conducted with support from the ASEAN Secretariat.
