ROP 2004-2006 Programming – Draft ROP drawn up by the Ministry for Regional Development – Process was coordinated by the NDO through working groups – Process started in 2002 – Based on the National Regional Development Concept – Division between OPs under debate

ROP 2004-2006 Lessons – NDP and OPs were seen as technical documents to satisfy EC requirements – Documents drafted by technicians, strategic involvement of politicians were limited – Measures left over from Sectoral OPs ended up in ROP – Lack of sense of ownership in MA
