6 Perkins Legislation The Perkins Act of 2006, Section 113, Accountability, states that Performance Indicators must be designed to assess the effectiveness of the state and local funding recipients in achieving progress in CTE.

7 Perkins Legislation These indicators must be valid and reliable. One of these indicators, 2S1 – Technical Skills Attainment, states, “Student attainment of career and technical skill proficiencies, including student achievement on technical assessments, that are aligned with industry-recognized standards..”

8 Which Students Must Be Assessed? Secondary CTE students who have at least reached concentrator status, but are as close to the end of the program as possible Who is a concentrator? –A student who has completed courses with a 2.0 grade or better that covers seven or more segments

9 Which Students Must Be Assessed? If concentrators are assessed, they should not be returning to the program the following school year.

10 When Should Students Be Assessed? At the end of the program or as close as possible to the end When students have completed coursework covering all of the program standards When students leave or complete the program

11 Assessments/Certifications/ Field Test Assessments There is an assessment for every implemented program for 2015-16. Certifications Some assessments also have a certification associated with it. Students may take the certification, the assessment, or both.

12 Assessments/Certifications/ Field Test Certifications If a student takes only the certification and does not pass, then the student will be counted for Core Performance Indicator (CPI) 2S1 reporting and can become a completer. Assessments If a student should take both the certification and the assessment, and passes one but fails the other, then CTE will take the passing score and this will be used for Core Performance Indicator 2S1 reporting.

13 Assessments/Certifications/ Field Test Field Test Computer Systems Networking and Telecommunications and Systems Administration/Administrator programs –(11.1001, 11.0901) Optional to Participate Cost of Assessment covered by OCTE Student scores will not be used in Core Performance Indicator Reporting Results of field test will be used to determine if assessment will be implemented for 2016-17 assessment year 12

24 Accommodations for Students with Special Needs Students with special needs can be provided with accommodations. Vendors must be contacted well in advance for these accommodations. Please contact vendors for timelines.

25 Assessment Report Reports of assessment results are available for all assessments. The CTE Administrator and/or Test Coordinator will be able to access these reports.

28 Assessment Timeline Before Test Administration TaskTimeline Administer study guides, practice tests, and other study materials ongoing Identify Students to be Assessed6 weeks Identify Students needing Accommodations 6 weeks Collaborate with Test Coordinator and/or CEPD Administrator to order assessments 4-6 weeks Set up computer lab with vendors’ online testing requirements 2 weeks
