2005 Safety Group Rebate Formula Program cap of $20,000,000 Maximum group rebate of 8% of combined group premium 4% earned for achievement of health & safety elements 2% earned for improvement to LTI frequency for the group compared to a three year average (only claims > 7 days) 2% earned for improved LTI severity for the group compared to a three year average -1% for groups with 10% worse LTI frequency -1% for groups with 10% worse LTI severity

5-Step to Managing Health & Safety To achieve an element a firm must be able to demonstrate: –written standard for the element –means of communication to employees –provided the necessary training –evaluate have a plan to Evaluate –make changes and acknowledge success

Step 1 - Set Standards written statements outlining expectations and policies use minimum legal standards as a starting point see Employer Guidelines - page 11 –policy statements - management’s expectations and policies about health & safety –procedures - step by step instructions for particular tasks or processes –safe work procedures - written directions that include health & safety in the work processes –workplace rules - when a workplace sets its own standards i.e. daily cleanup procedures First Aid - develop & implement written first aid procedure; refer to the First Aid Requirements (Reg 1101)

Step 2 - Communicate ensure that everyone knows and understands what is expected of them and what to expect of others can take place through many different means including: –training & guest speakers –print or electronic notices i.e. memos, e-mails, newsletters –staff meetings & toolbox talks maintain copies and attendance records First Aid - advise employees of procedure, location of first aid kits, qualified first aiders; post list of all qualified first aiders; post WSIB’s “In Case of Injury at Work’ poster

Step 3 - Train managers, supervisors and workers receive training appropriate to their workplace and job training can take place in many different ways: –orientation training –planned training sessions for specific staff –on-going training in safe work procedures –demonstrations by a supervisor or –observing another colleague maintain records of all training & certificates First Aid - send required number of employees for First Aid training; renew training every 3 years; photocopy certificates

Step 4 - Evaluate compare actual health & safety activities to the standards and expectations is the element actually implemented and working keep track and document these evaluations there are many different ways to evaluate: –Small sample survey of employees –Statistical review & summary i.e. WSIB information –Review by JOHSC –Management review –Review of inspection reports & JOHSC minutes –Physical observations/inspection/plant or job-site audits First Aid - keep records and review/share them with JHSC/H&S Rep; inspect first aid kits; include in employee survey or quiz

Step 5 - Acknowledge Success & Make Improvements recognize everyone who contributed to successful prevention activities by meeting and surpassing company standards make changes and improvements where needed your company can do this in many ways: –letter/memo from president, health & safety awards, public recognition i.e. coffee & donuts for JHSC and/or employees, staff meeting, Christmas banquet, newsletter article, bulletin board display First Aid - congratulate first aiders who completed their training; after evaluating first aid records advise staff of the numbers in comparison to previous years

Start of Year Achievement List “Getting Started” - page 17 –explains each element –provides basic information to point you in the right direction –guides you –“other” achievement element i.e. Fall Protection requires WSIB consultant approval

Start of Year Workplace Assessments & Action Plans Workplace Assessment –purpose: identify strengths & weaknesses of health & safety program identify successes at year end and the selection of 5 elements for next year monitor maintenance and continuous improvement over the long term –decide who will complete the assessment –identify the 5 achievement elements for your action plan –submit to sponsor by established due date

Start of Year Workplace Assessments Steps for Completing the Workplace Assessment complete the employer profile on page 30 workplace assessment on pages 31 - 39 go through each achievement element and answer yes, no or maintained for each statement –Y - YES the step is complete and current within the last year –N - NO you do not have anything in place –M - Maintained previously completed element while in the Safety Groups Program

Start of Year Action Plan Each firm must choose at least 5 elements from the Achievement List: ¬ Each group will choose 1 group/common element Each firm will choose 1 element from Leadership and 1 element from Organization or Hazard Recognition & Assessment ® Each firm will choose at least 2 elements from any of the categories

Group Meetings & Element Implementation attend minimum of 3 meetings/year submit progress reports when due implement action plan & 5 achievement elements Good idea: use binder to organize documentation and work completed for each of the 5-steps of your achievement elements and information from your safety group meetings

Year-End complete/update workplace assessment complete year-end achievement report –have documentation available 10% of Safety Group receive spot-checks starting February of the following year
