Incentive: Officer Accessions Pilot Program – Option B Critical Language Incentive Pay - CLIP Way Ahead Approve proposed OAPP-B modifications until superseded by NDAA 1 Jan 09 Resource Requirements Minimal funding requirement Substantial increase in Admin Support requirements. Expanded USACC CULP Cell to manage all CULP programs. Status Not supported in FY07/08; Implemented 8 August 2008. Needed changes submitted to DA G1 21 Oct 2008 No lift from this program in FY 08. Program approved too late for use in marketing and recruiting. Description PURPOSE:PURPOSE: –Recruit Students interested in foreign languages studies –Guide newly enrolled Cadets to Critical Languages EligibilityEligibility Contracted with ROTC on or after 8 Aug ‘08 Enrolled in Critical Foreign Language Make satisfactory progress Requirements:Requirements: Contract Addendum CLIP subject to taxes CLIP subject to re-coupment $3,000 ANNUAL MAX PAYMENT 30% $5,550Cost to Date 48 Eligible To Date 39 Paid 140 Projected CLIP PARTICIPATION

Resource Requirements Funding secured for FY 09 Requirement for USACC CULP Cell to manage all CULP programs. Status Policy Change Approved for immediate implementation. Description Utilization of Scholarship Funding during Summer session w/o reduction of 10 semester limit. PURPOSE: –Increase CLIP participation –Encourage Summer/Inter-term courses to reduce migration Eligibility –Scholarship Cadets

Include as part of FY 09 USACC Comprehensive Culture and Language Strategy. Resource Requirements Funding secured for FY 09 Requirement for USACC CULP Cell to managed all CULP programs. Status Implemented in Fall ‘07 Description PURPOSE: –Encourage participation in college courses aimed at increasing Culture Awareness and Foreign Language Capabilities. Program: –CULP pays up to $6k in addition to Scholarship to fund Travel expenses to and from Study Abroad. Eligibility –Scholarship Cadets $128K 36 Cadets/ $67K 31 Cadets/ $61K STUDY ABROAD PARTICIPATION Paid in Summer ‘08 Paid in Fall ‘08

Incentive: Order of Merit Modification, (Program) Way Ahead If approved for implementation, include as part of FY 09 USACC Comprehensive Culture and Language Strategy. Resource Requirements No additional resource requirements expected. Status Implemented Pilot Fall ’08 School Term Analysis and recommendation as to implementation of OML Mod is expected in January 2009. Description ROTC OML Model – Non-monetary Incentive Purpose: Meaningful incentive to pursue Foreign Language and Culture Awareness Capability OML Model: Academic Program (40%) Leadership Program (60%) Physical (15%) Leader (45%) Culture and Language (2.25%)

Programs - Culture Immersion Internships Way Ahead Planned for Summer: 2009 : –Cadet Command Sponsored Culture Immersion Internship: 96 Cadets – 24ea in Morocco, Slovakia, Argentina, and Panama –FMSO OSIRA Course – 24 Cadets: 8-China, 8- Senegal, 8-Egypt –WHINSEC - 20 Cadets –Olmstead Foundation – 5 Cadets (Received $30K) – 5-10 Slovak Academy Cadets to attend LDAC $1000 CLIP Bonus to Internship winners Resource Requirements Average Cost $6k per Cadet Requires one LTC or SGM per 12 Cadets Coordinating: –Emergency Medical. TRICARE – Overseas will work for Cadets. –Common Access Card policy change requested and should be approved for summer’09 –Status of Cadets while deployed. Active Duty for Training request being staffed. Should solve all above 104 Cadet Participants in 2008 Identified important issues including: Emergency Medical Spt, Lack of CAC, and SOFA status Coordinated pre-deployment MTT training with TRADOC Culture Center NOTE: Substantial increase in Admin/Log requirement. Summer Culture Immersion Internships to promote Cadet development of Cross Culture Competence and introduction to Regional Culture Competence Goal: 1 Cadet per Host Institution by 2010, (274 Cadets) StatusDescription

INCENTIVE - ROSETTA STONE (Proposal) Way Ahead Implement as part of FY09 CULP Strategy Resource Requirements Funding secured for FY 09 Requirement for USACC CULP Cell to managed all CULP programs. Currently being staffed for implementation as part of the FY09 CULP Strategy Incentive program aimed at increasing Critical Language Competence of Cadets at mid and lower tier schools where few or no Critical Languages courses are offered. Cadets earn $100 per Unit passed and $500 Bonus for Course Completion –Unit Tests monitored by ROTC Cadre –Request for Payment based on Certificate, PMS Verification, DA Form 2142 Pay Inquiry. US Army Cadet Command DCG-NG COL Still planning SMP Cadet participation in Culture Internships Currently being staffed for possible implementation as part of the FY09 CULP Strategy The National Guard’s State Partnership Program links U.S. states with foreign nations to promote and enhance bilateral relations. Currently, 56 countries are linked to 46 states, 2 territories (Puerto Rico and Guam), and Washington, D.C USACC team with State AGs to facilitate coordinated effort toward Culture and Language initiatives. PENDING CHANGES FY 2009 National Defense Authorization Act SEC. 619 Way Ahead Based on Implementing Guidance from DA, create a Comprehensive USACC Culture and Language Strategy and Implementation Document for FY 09 Implement a CULP system of Incentives and Programs aimed at enhancing the functions and effects of one another. Resource Requirements Funding secured for FY 09 Requirement for USACC CULP Cell to managed all CULP programs. Signed into law 14 Oct ’08 Effective until 31 Dec ’13 Waiting DoD and DA Implementing Guidance Will probably supersede OAPP-B NOTE: Substantially increases Admin Support requirement DRAFT DoD Directive Type Memo, –DTM comments forwarded 23 October. –Requested Preliminary Guidance ASAP 1. Critical Language PROFICIENCY BONUS: –PURPOSE: Recruit and commission native and heritage speakers. –ELIGIBILITY: enrolled SROTC –BONUS + Subsistence Allowance. 2.
