(Very limited area for wheat cultivation) ・ Large availability of undeveloped wetlands.

5. CARD… (1) is a consultative group of bilateral and multilateral donors and African and international institutions aims at doubling the rice production in Sub-Sahara Africa by 2018 fully respects African ownership and leadership (e.g. PRSP, CAADP)

6. CARD… (2) harmonizes and coordinates on-going initiatives and frameworks facilitates resources and opportunities to match the needs of African rice-producing countries … and….

7. CARD… (3) does not directly manage fund for project implementation ◦ Rice development: too broad. Better to harness comparative advantage of partners ◦ Short-term: promote collaboration of on- going projects ◦ Long-term: Streamline rice strategies in their cooperate strategies for sustainable investment. (and more sustainable solution than funding mechanisms)
