31 The Confederate States of America Those seven states met in Montgomery, AL, in March of 1861 and formed the Confederate States of America They adopted a Constitution very similar to the Constitution of the USA…but some specific changes were made: 1) Slavery was specifically recognized and protected 2) Tariffs were prohibited 3) The president served one 6 year term 4) State sovereignty was specifically guaranteed
